Andrew serves on the faculty at UC Berkeley’s Goldman School of Public Policy, where he is the founder and faculty director of the Berkeley Risk and Security Laboratory. His work examines how emerging technologies—particularly artificial intelligence—reshape international security, innovation policy, and economic competition. His work combines political economy and security studies with computational and experimental methods, including synthetic data generation and wargaming, to analyse high-risk, data-scarce policy domains. His work has appeared in Science, the Journal of Peace Research, the Journal of Cyber Policy, Lawfare, War on the Rocks, and the Bulletin of the Atomic Scientists, among other outlets, and has been featured in Wired, the Los Angeles Times, and various other media outlets.
He also holds senior non-resident roles at Lawrence Livermore National Laboratory, Sandia National Laboratories, the Federation of American Scientists, and New America in Washington, DC.
Andrew received his B.A. and M.A. degrees from the University of California, Berkeley, an M.Phil. in International Relations from Oxford University, and his Ph.D. from the University of California, Berkeley in 2019.
